Outsource payroll or keep it in-house – what should be agreed first?
Payroll involves recurring deadlines, personal data, approvals and reporting. Before outsourcing, define the information flow and who is responsible for each control.
Map the payroll flow
Identify who provides time reports, absences, benefits, new-employee details, salary changes, deductions and termination information, and by what deadline. Late or incomplete input can affect the entire payroll run.
Define approval before payment
Decide who reviews payroll, who approves the payment file and who is authorised to submit employer reporting. These roles do not have to be held by the same person.
Employer declarations continue every reporting period
Skatteverket explains how registered employers report for their reporting periods, including zero declarations when required. Consider the registration type and actual circumstances, including any seasonal-employer arrangements. Confirm the filing authority and check the records before submission.

Agree how corrections are handled
Define who investigates an incorrect salary, who informs the employee and who corrects payroll and employer reporting. The Swedish Tax Agency provides specific procedures for correcting previously submitted employer declarations.

Protect payroll information
Payroll contains personal and sometimes sensitive information. Limit access to what each role needs, agree secure channels for documentation and clarify retention and deletion routines.
Compare service scope, not only price
Check whether the engagement includes payroll processing, employer declarations, holiday pay administration, benefits, accounting entries, statistics, pensions/insurance administration and support with corrections.
